The contract is for a firm duration of 4 years. The effective start date of the market is upon the contractor's receipt of the notification via the PLACE buyer profile, with the acknowledgment of receipt generated by PLACE serving as this date.

Key milestones and phases include:

• A preparation period, which may be set on the service order.
• An execution period, determined by each service order, which begins on the date specified within that order and includes the preparation period. The execution period for individual service orders also cannot exceed the contract's validity period plus an additional 6 months.
• A review clause is provided to allow for the addition of necessary maintenance services not initially covered by the contract documents.
• No distinct separate deadlines are specified.

The core scope of work for this tender involves the maintenance, evolution, and development of the VIZIRD system. This includes the maintenance and evolution of computer applications, specifically those utilizing C++, PHP, and associated web technologies, as well as database management, and the processing of digital video streams (acquisition, compression, decompression, assembly).

The Statement of Work summary and core deliverables encompass:

• Understanding and Appropriation: Taking knowledge of the VIZIRD systems, environment, and documentation.
• Project Management: General activity piloting, including quality management.
• Methodology Implementation: For technical and functional evolutions, preventive and curative maintenance (incidents, anomalies), and general services such as initialisation and training.
• Development: Units of work for the development of simple, medium, or complex evolutions, including development, integration, testing, anomaly correction, and documentary updates for VIZIRD modules.
• Installation: Installation of the VIZIRD application, version changes, and installation/operation of VIZIRD Video in a production environment.
• Specification and Costing: Production of detailed specifications and preliminary costing for potential evolutions.
• Deliverables for Development: For complex developments, deliverables include a factory acceptance test report, contradictory acceptance test report, source code, compiled application (if necessary), factory acceptance test report, updated documentation, and non-regression elements.
• Preventive Maintenance: Intervention reports, list of actions performed, anomalies observed, and configuration backups.
• Curative Maintenance: Diagnostics, recommendations or action plans, estimated recovery times, intervention reports, before/after intervention status, and updated documentation where applicable.
• Support: Telephone assistance and ticketing system setup and management.
• Quality Review: Quality report, synthesis of orders, evolutions, deadlines, incidents, installations, and improvement points.
• Travel: A fixed rate for travel expenses related to interventions at remote sites for installation and curative maintenance.
