The contract timeline is as follows:

• Contract Start Date: Upon award of contract (Zuschlagserteilung), which is presumably calendar week 53/2026.
• Contract Minimum End Date: April 30, 2029.
• End Date for Consulting and/or Further Development Services: April 30, 2031, or when the maximum value for these services is reached.
• Total Duration: The contract has a minimum duration until April 30, 2029. Otherwise, the contract runs indefinitely, with the option to call off consulting and/or further development services ending by April 30, 2031.
• Key Milestones/Phases:
• New app development: A timeframe of 3 months from the award of the contract is foreseen.
• Provision of Content Management System (CMS): Must be ensured at least six weeks before the Go-Live date.
• Test-Release: A fully functional version of the app must be available at least four weeks before the Go-Live date.
• Go-Live Date (productive provision of the app): May 01, 2027.

The core scope of work for this tender involves the provision, operation, and continuous development of a native, mobile smartphone application for iOS and Android. The primary objective is to offer pregnant TK policyholders and those with children in their first year comprehensive, individual, and helpful support through professionally and medically quality-assured content in a user-friendly digital environment. This includes expanding functionality with features such as a labor counter and a child's size and weight diary.

Key deliverables and responsibilities of the contractor (AN) include:

• App Provision: Delivering a native mobile app for iOS and Android, adhering to specified functional requirements.
• Operation & Maintenance: Hosting (backend and monitoring), and regular upkeep of both the frontend and backend of the app.
• Version Provision: Supplying various app versions:
• An internal TK demo version for sales and marketing on iOS, accessible without registration and excluding billing/performance-relevant features.
• A preview version for iOS and Android to review CMS content changes prior to publication.
• A staging version for iOS and Android, closely mirroring the production environment for validating new features.
• A review mode for the app on both operating systems.
• Interface Management: Providing, adapting, and maintaining interfaces and authentication procedures for various partners and services, including Midwife Search (Keleya), electronic service confirmation (IQVIA), TK Midwife Consultation (Kinderheldin GmbH), CMS, App analysis, contact requests, registration/account deletion (TK), and the TK-App (Keycloak).
• Continuous Development: Ongoing technical advancement of the app in collaboration with TK to maintain its market attractiveness and ensure compatibility with other TK digital offerings.
• Support: Providing Third-Level Support, as TK handles First and Second-Level Support.
• Design Compliance: Ensuring the app's look and feel aligns with TK's corporate design.
• Documentation and Planning for Further Development: Creating requirement papers and technical concepts for new features, including detailed descriptions of implementation, accessibility measures, work packages, milestones, and binding effort estimates.

The project milestones include a contract start upon award, a three-month timeframe for new app development, and a targeted Go-Live date of May 1, 2027. The tender also sets a framework for future technical developments, encompassing requirements for operation, hosting, support, availability, error handling, quality assurance, data protection, and IT security.
