The contract timeline is structured as follows:

• Contract Start Date: The contract takes effect from the date of its notification to the Holder.
• Total Duration: The contract is for a firm period of four (4) years, commencing from the effective start of the Services, unless there is a non-validation of the Transitional Phase or Probatory Phase, or in cases of early termination.
• Key Milestones/Phases: The services are divided into four successive phases:

1. Transition Phase: This phase begins on the contract notification date and is scheduled to end on February 28, 2027, which marks the effective start date of the Services. This phase has a maximum duration of three (3) months.

2. Probatory Phase: This phase starts after the acceptance of the Transition Phase, with an anticipated commencement on March 1, 2027, and a projected completion on May 31, 2027. This phase has a duration of 2 months.

3. Regular Service Phase: This phase begins on the working day immediately following the signing of the Acceptance Report for the Probatory Phase. It is planned for a firm duration of twenty-four (24) months, excluding the duration of the Probatory Phase.

4. Reversibility Phase: This phase is initiated from the date specified in the Buyer's notification to the Holder regarding the activation of partial or total reversibility of the contract. This phase can be up to 2 months.

• Contract End Date: The contract will remain in effect until the completion of the Reversibility Plan, if activated by the Buyer. Should the contract term be reached, the Reversibility Plan can be implemented during the final three (3) months of the contract, starting from the date notified by the Buyer and concluding on the planned contract end date.

The core scope of work for this tender, titled "CONSULTATION 2026-0073 - TIERCE MAINTENANCE WEB IFPEN," involves a comprehensive set of services related to web application maintenance and evolution.

The key phases and services include:

• Transitional Phase: An initial period of two months for onboarding and taking charge of the services.
• Hosting: Annual hosting services.
• Corrective and Perfective Maintenance: Ensuring the proper functioning of production applications, with an indicative annual effort of 20 days. This also includes the management of incidents and problems.
• Evolutive and Adaptive Maintenance: Implementing modifications to existing functionalities, small evolutions, regulatory updates, and environmental changes, with an indicative annual effort of 40 days. These evolutions are classified by complexity (simple, medium, complex, or project mode if over 15 days) with specific delivery deadlines based on priority.
• Service Monitoring and Functional Support: Activities include overseeing the service, attending meetings, producing reports, and maintaining functional documentation.
• Assistance and Training: Providing technical and/or application assistance for advanced functions and new functionalities.
• Reversibility Phase: A two-month period at the end of the contract or upon partial/total termination, detailing the procedures for transferring services back to IFPEN or another provider.

Core deliverables include:

• An updated Quality Assurance Plan (PAQ) at the start of the contract.
• A structured and accessible documentary repository.
• A description of the configuration management organization.
• Detailed reversibility procedures, covering transfer mode, responsibilities, activities, associated workload, service continuity plan, and cost estimation.
• An incident and evolution tracking tool.
• Estimation documents for proposed evolutions, which must outline the context, objectives, justification, proposed solution, resources, planning, budget, constraints, and hypotheses.
• Meeting reports and updated functional documentation.

The service also covers aspects such as data protection (confidentiality), backup/restore, establishment of a steering and monitoring committee with indicators and a security dashboard, audit rights, and legal compliance. The provider is expected to be the sole and direct point of contact for IFPEN, assuming full responsibility for all services, with deliverables formally accepted by IFPEN and provided in electronic (and potentially paper) format, written in French, with a focus on documentation quality. Expected system performance, maintainability, and evolvability are also part of the scope.
