TENDER DESCRIPTION

Lounais-Suomen Jätehuolto Oy (LSJH, hereinafter also the Contracting Authority) requests your tender for carrying out the environmental impact assessment procedure (EIA) for the change project of the Topinoja waste treatment centre, and for the preliminary-planning level siting of functions related to the project. The Topinoja waste treatment centre is located in Metsämäki in Turku as part of the zoning-planned circular economy area of Topinpuisto. LSJH is planning changes to the centre’s operations, which include changes to existing operations and processing capacities as well as new functions. The key planned changes include, among other things: • increasing the amounts of waste to be received and processed • changes to waste treatment operations • starting the reception and pre-treatment of septic tank sludge and sealed pit sludge • receiving, temporary storage, pre-treatment of soil material containing elevated concentrations of harmful substances, such as screening, and utilization • examining future utilization options for the closed landfill area In a decision issued on 11.5.2026 (LVV-U/21931/2026), the Licensing and Supervisory Authority has considered that the…
