The subject of the procurement is the provision of a complete system consisting of software (greenhouse gas accounting tool according to BISKO) and the provision of this software as a SaaS solution. The service includes: - Provision of licenses for the creation of municipal greenhouse gas inventories, - Provision of a user manual, - Data service/entry of statistical data, - Function for comparison/benchmarking of the inventories, - Scenario tool - Export interface for data exchange of the municipalities with the state-specific energy atlas, the regional database and/or possibly comparable state offerings, such as the regional climate protection portals in Rhineland-Palatinate, - Content-related and technical support for the municipalities, - Possibility of data migration (import of inventory data from previous years from other accounting tools), - Implementation of a motivation strategy according to own motivation concept, - Quarterly after the first inventories: Compilation and evaluation of data quality of already created inventories for each contracting state. - Quarterly after the first inventories: Sending of the complete data/export files of all municipalities of the…
