The provisional start date for the contract is March 1, 2027, or the first day of the month following the contract's notification if that date is later. The contract is initially for a period of 3 years from its start date. It can be tacitly renewed two times, with each renewal lasting 12 months. If a decision not to renew is not communicated to the contractor at least 3 months before the end of the current year, the contract will be tacitly renewed for an additional year. The contract will conclude no later than the end of the 60th month of execution, calculated from the beginning of the initial period. The contractor is not permitted to refuse the renewal of the contract.

The core scope of work for this tender is primarily focused on the sorting and treatment of bulky waste and rubble collected within the SITRU territory. The main objective is to maximize the recovery of these wastes based on their nature and to minimize the quantities sent to landfill.

The tender is divided into two distinct lots:

• Lot n°1: Sorting and treatment of bulky waste.
• Lot n°2: Sorting and treatment of rubble.

The statement of work summarizes the following key services:

1. Receiving, weighing, and performing quality control on all incoming waste.

2. Reloading and transferring incoming waste to a sorting center, with a strong preference for alternative transport methods over road.

3. Sorting bulky waste and rubble into various categories of materials suitable for valorization and those that are not.

4. Conditioning the materials resulting from the sorting process.

5. Reselling the sorted products for material recovery, which encompasses the IT and logistical management of evacuations, loading of vehicles, and potentially transferring materials to river or rail transport, as well as the transportation of these sorted products.

6. Loading and transporting the incinerable portion of sorted bulky waste to the SITRU Cristal incineration plant.

7. Transporting and treating inert waste through a material recovery channel.

8. Transporting and treating non-valorizable waste (sorting rejects) from both bulky waste and rubble to a Non-Hazardous Waste Storage Center, adhering to the PREDMA guidelines.

9. Conducting characterizations of the incoming waste stream according to SITRU's defined sampling plan.

10. Providing all necessary attestations and documents to assist SITRU in securing support from relevant eco-organizations.

11. Submitting reports as stipulated in articles 11 and 15 of the CCTP (Cahier des Clauses Techniques Particulières).

Core deliverables include:

• Monthly reports that detail the tonnage of each material received at every site, along with billing information.
• Monthly treatment reports that specify incoming tonnage by origin and type, tonnage evacuated and accepted by material recovery channels, attestations of recycling/material recovery, tonnage delivered to and its location in the Non-Hazardous Waste Storage Center (CSDND), and global production and stock management data for SITRU materials.
• Annual reports for both bulky waste and rubble treatment, which must include incoming tonnage by origin and type, tonnage sent to material recovery, the destination and treatment of sorted materials, tonnage delivered to the incineration plant (for bulky waste), tonnage delivered to and buried in the CSDND along with its location, overall production and stock management, and for bulky waste specifically, a report on the sorting chain's operation, sorting hours, and significant events of the year.
