The contract becomes effective upon signing and remains valid until all contractual obligations are properly fulfilled. The final deadline for the handover of the contract works is 5 months from the start date of the works, which is to be agreed upon by the contracting authority and the contractor. The tenderer must be ready to begin work as soon as possible after the contract is concluded, but no later than one month from the contract's conclusion.

The core scope of work for this tender involves conducting a business analysis for the Estonian Consumer Protection and Technical Regulatory Authority (TTJA). The primary objective is to evaluate possibilities for standardizing, optimizing, and automating TTJA's permit and supervision processes, as well as to define the requirements for a unified procedural framework and environment. The ultimate aim is to develop a standardized process for TTJA's permit and supervision services to reduce duplicated activities and manual labor.

The Statement of Work summary and core deliverables include:

• Project Execution: The work is to be carried out in two stages, with activities coordinated with RIK and TTJA before each stage. The final deadline for completing the work is 5 months from the agreed start date.
• Collaboration: The project requires close cooperation with RIK's co-creation team and TTJA. A joint working group will be established, involving TTJA, RIK, and the contractor, for the analysis. Regular working meetings, interviews, workshops, and the submission and coordination of interim reports at the end of each stage are anticipated.
• Deliverables/Documents: The contractor must submit analysis documentation, which includes outcomes specified in tables under points 3.7.3 and 3.8.3. Audio and video files of all conducted interviews are also required deliverables. All project documents must be logically structured, include a table of contents, have numbered use cases, ensure traceability of requirements, processes, use cases, and business rules, and present all process models in BPMN 2.0 notation. Documents must be in Estonian, free of typographical errors, and clearly understandable.
