TENDER DESCRIPTION

The procedure is conducted in two stages in the form of a negotiated procedure with a participation competition in accordance with Section 3b EU para. 3 VOB/A. In the first stage, it consists of a public participation competition, in which the suitability of applicants is assessed and suitable, expert and capable companies are selected for the bid preparation and negotiation phase to follow as the second stage. The bid preparation phase begins with the invitation of the selected participants and the provision of the complete tender documents. Based on this, the participants submit an initial tender in Phase 1. The tenders consist of planning for the realisation of the functionally described services, as well as lump-sum fixed prices for the planning, construction and maintenance services. The submitted tenders are assessed by a project group on the basis of the award criteria. This is followed in Phase 2 by the negotiation phase, during which the submitted tenders can be optimised and negotiated.
