TENDER DESCRIPTION

The procedure is carried out in two stages in the form of a negotiated procedure with participation competition in accordance with Section 3b EU(3) VOB/A. In the first stage, it consists of a public participation competition to establish the suitability of applicants and to select suitable, qualified and capable companies for the bid preparation and negotiation phase which follows as the second stage. The bid preparation phase begins with the invitation to the selected participants and the provision of the complete tender documents. On this basis, the participants prepare an initial tender in Phase 1. The tenders consist of planning for the realisation of the functionally described services, as well as lump-sum fixed prices for the planning, construction and maintenance services. The submitted tenders are assessed by a project group on the basis of the award criteria. This is followed in Phase 2 by the negotiation phase, in which the submitted tenders can be optimised and negotiated.
