The contract duration is up to 36 months, starting from the date of the last digital signature by the parties. The client has the right to extend this period by up to 4 months if the start of the work is delayed due to a challenge to the public procurement or other reasons, such as a delay in the procurement procedure. The work is to be carried out in stages, with maintenance and support services provided until the end of the contract's validity. Each work stage is considered complete upon the delivery of its outputs and written confirmation by the client. Payments for web environment development works, co-financed by ESF+ measures, have a final deadline of December 31, 2027.

The core scope of work for this tender involves the development and ongoing maintenance of a new web environment focused on substance abuse. The Statement of Work summary and core deliverables include:

• Initial Analysis: Conducting a preliminary analysis to map the existing situation, analyze current studies, web analytics, content, user journeys, and technical conditions, and identify risks, bottlenecks, and development needs to establish a technical and substantive basis for the new web environment.
• Information Architecture and Content Model Design: Planning and designing the new information architecture, navigation logic, and content model.
• UX/UI Design and Accessibility: Developing the UX/UI design, design system, and accessibility principles for the web environment.
• Prototyping and User Testing: Creating wireframes, interactive prototypes (up to 5), conducting user journeys, and user tests to validate the design and functionalities, followed by necessary refinements.
• Technical Development: This encompasses the technical development of the web environment, including platform setup, development of page templates and content components, building the content management system (CMS), configuring user roles and permissions, and implementing search, analytics, and cookie management solutions. It also includes the development and technical implementation of various functionalities, tools, tests, and required interfaces, such as a chat support line, AUDIT alcohol test, alcohol calculator, alcohol risk limit calculator, and nicotine addiction test. The solution must support multi-language capabilities (minimum two languages).
• Content Migration and SEO: Migrating existing content, rewriting and standardizing terminology, creating new content (approximately 150 content pages), setting up SEO, and implementing URL redirections to preserve existing URLs.
• Testing, Training, Documentation, Launch, and Handover: Performing comprehensive testing, providing training, preparing project documentation, launching the web environment, and formally handing it over.
• Post-Launch Support and Maintenance: Providing post-launch stabilization, warranty period support, and ongoing maintenance, support, and additional development services as part of the tender.
