TENDER DESCRIPTION
This tender seeks a contractor for the establishment of a shared, multi-tenant data platform for the Umweltbundesamt, serving as a "Single Source of Truth" for structured and geographical data, integrating DWH, ETL/ELT, and BI components to renew the existing data landscape and support reporting, self-service BI, and data science. The comprehensive scope includes architectural blueprinting, provision of compliant on-premises or sovereign cloud (SEAL-2) infrastructure, data integration from sources like MSSQL and MS Dynamics 365, data modeling for analytics, and full operational enablement, with Microsoft Power BI and Microsoft Entra ID being key technologies. Bidders must demonstrate financial capability through a creditworthiness statement or a low-risk rating from a recognized agency. This procurement aims for a contract award in March 2027, under a framework agreement lasting four years.

The core scope of work for this tender involves the renewal of the Umweltbundesamt's data, analysis, and reporting landscape through the establishment of a shared, multi-tenant data platform. This platform is intended to function as a "Single Source of Truth," integrating DWH, ETL/ELT, and BI components for both structured and geographical data. It aims to support classic reporting, self-service BI, and data science analyses, with a future outlook towards AI-supported analysis scenarios. Key features of the platform must include maintainable operation, adherence to data protection and information security requirements, auditable logging of data access, support for short update intervals, processing of geographical data types with GIS visualizations, and scalability and extensibility for future DWH/BI instances and use cases.
The Statement of Work is summarized across five main performance packages:
- Package 0 – Architecture Blueprint: This package focuses on defining the overarching architectural guidelines for the entire DWH/BI solution. It covers the architecture for data integration, processing, storage, BI and semantic layers, technical integration, interfaces, critical architectural decisions, the logical layering model, components and their interaction, technical operational mechanisms (such as provisioning, authorization, logging, backup, and recovery), and the fundamental operating model, including roles, responsibilities, and interfaces for operations, application management, security, data integration, and BI. This blueprint will be refined based on the requirements catalog and implemented and validated during the initial productive phase, specifically the Controlling-DWH use case. Architectural extensions for future customer DWHs are also part of the expansion services for this package.
- Package 1 – Platform & Infrastructure: This package involves the provision and configuration of the necessary technical infrastructure and platform components, including ELT/ETL, data storage, and BI. Compliance with GDPR, NIS2, and relevant security requirements is mandatory. Data storage and processing options include on-premises or a sovereign cloud with a SEAL-2 reference level, ensuring a viable exit path towards on-premises. Deliverables include setting up development, test, and production environments; integrating with the client's existing infrastructure (network, identity management, monitoring, central log evaluation); implementing authentication and authorization mechanisms (including Row- and Column-Level Security); establishing backup and recovery mechanisms; ensuring auditability of data accesses; and transparently recording license, capacity, and consumption metrics. Expansion services entail federated identities, additional DWH/BI instances, and adapting platform capacity for increased load, scaling, or availability.
- Package 2 – Data Integration & Processing: This package covers the acquisition, processing, and historization of data, alongside the management of loading and transformation workflows. Core services include the productive connection of data sources for the initial use case (MSSQL, MS Dynamics 365, Sage DPW, Excel files) and implementing the associated loading and transformation processes. It involves supporting full and incremental loading procedures, orchestrating and monitoring data processing, ensuring traceable and reproducible transformation, historization, and data provision (with bitemporal historization as the standard for historization-mandatory data), and integrating technical and business data quality checks. Expansion services include flexible XML and Excel data ingestion, general and business data correction/validation/approval processes, loading and processing of geographical data, connecting additional data sources, and data governance extensions.
- Package 3 – Data Modeling & Analytics: This package focuses on establishing business data models, BI, reporting, self-service, and further analytical functionalities. Core services include implementing the required business data models, entities, key figures, and evaluation structures for the internal use case. It also covers setting up and configuring semantic models for reporting and self-service BI, configuring the BI solution (including connection to evaluation data and setup of BI functions), migrating or re-implementing approximately 45 existing reports and dashboards, supporting standard reporting, self-service BI, and controlled direct analytical data access (e.g., for Data Science evaluations), and ensuring accessibility requirements for newly created BI content. Expansion services include additional business data models, reports, dashboards, self-service use cases, extended GIS functions within BI (such as map visualization, spatial selection and interaction), and dedicated Data Science workspaces and sandboxes.
- Package 4 – Operations & Enablement: This package involves the concretization and introduction of the operating model required for the first productive implementation. It includes handing over the platform and the initial productive use case into the agreed operational and support modes. Other deliverables are the creation of necessary operational, administration, and support documentation; setting up and handing over processes for monitoring, incident management, support, backup/recovery, and updates/releases; structured knowledge transfer and enablement of client roles for operations, application management, data integration, authorization management, and BI; and accompanying the go-live and a defined stabilization phase.
The tender specifies two primary use cases: an Internal DWH (Controlling-DWH) as the first productive application, with an estimated total data volume of less than 1 TB, up to five essential source systems, approximately 300 BI users, and the migration/re-implementation of around 45 existing reports and dashboards, replacing an existing OLAP-Cube solution. Additionally, a customer-related DWH/BI breakthrough (Durchstich) is planned to validate the architecture blueprint and extended services. This will involve at least one data source, an interactive dashboard, and self-service BI access, demonstrating scalability up to 3 TB raw data and 3,000 registered BI users, with up to 500 having data exploration/self-service rights.
