The contract timeline is as follows:

• Contract start date: The approximate planned start date for the contract is October 1, 2026. The contractor is required to begin services within 10 days of receiving the order from the client, which will be issued after the mutual signing of the contract.
• Contract end date: The approximate planned end date for the contract is June 30, 2028. All contractual obligations are considered fulfilled upon the mutual signing of the handover report for all project-technical documentation and deliveries related to Activities 1-7 of the Project Task.
• Total duration: The estimated total duration of the contract is approximately 21 months.
• Key milestones/phases: The contract is divided into seven main activities with indicative execution dates:
• Activity 1: Functional design and hospital work organization, lasting from 4Q2026 to 1Q2027.
• Activity 2: Site analysis and submission of three architectural-urban conceptual solutions, along with the preparation of the final conceptual solution for environmental procedures, from 1Q2027 to 1Q2027.
• Activity 3: Geotechnical investigation works and preparation of a geotechnical report/study, from 2Q2027 to 2Q2027.
• Activity 4: Novelization or creation of a new Environmental Impact Assessment (EZO) and initiation of environmental procedures, from 2Q2027 to 3Q2027.
• Activity 5: Preparation of the preliminary design, from 3Q2027 to 1Q2028.
• Activity 6: E-conference and obtaining special conditions from public law bodies and connection conditions, followed by the issuance of the location permit, from 1Q2028 to 2Q2028.
• Activity 7: Preparation of Technical Specifications/Client Requirements for works procurement and guidelines for the specification of medical and non-medical equipment, from 4Q2027 to 2Q2028.

The core scope of work for this tender is the "Service of preparing the necessary project-technical documentation for conducting environmental and permitting procedures and the public procurement procedure for works, for the project of constructing the New Šibenik Hospital". The total contract obligations are considered fulfilled upon mutual signing of the handover protocol for all project-technical documentation and deliverables for Activities 1-7 of the Project Task. The service is to be executed on a "turnkey" basis.

• Activity 1: Functional design and organization of hospital work.
• Deliverable: Content schemes, updated medical-spatial program, and general areas (surfaces) at the level of detail required for the Conceptual Design, with prior approval from the Client.
• Activity 2: Site analysis and proposals for architectural-urban conceptual solutions.
• Deliverable: Three architectural-urban conceptual solution proposals, and an architectural-urban conceptual solution based on the approved proposal and spatial program for environmental procedures before obtaining the location permit.
• Activity 3: Geotechnical investigative works.
• Deliverable: Geotechnical report/study with graphical attachments and an assessment of geotechnical construction conditions, serving as a basis for the conceptual design or location permit, and as an input parameter for the preparation of Technical Specifications/Client Requirements for the procurement documentation for works.
• Activity 4: Environmental Impact Assessment (EIA) and related procedures.
• Deliverable: EIA and the corresponding Decision of the Ministry of Environmental Protection and Green Transition on the (un)acceptability of the intervention.
• Activity 5: Preparation of the conceptual design.
• Deliverable: Conceptual design for the intervention in the space, anticipating phased construction based on the approved/adopted conceptual solution.
• Activity 6: Obtaining special conditions and the location permit.
• Deliverable: Location permit with associated conditions.
• Activity 7: Preparation of procurement documentation for works and equipment.
• Deliverable: Technical Specifications/Client Requirements sufficient for conducting an open public procurement procedure for construction following a "design and build" principle and "turnkey to full functionality" calculation model. Also, guidelines sufficient for preparing specifications for medical and non-medical equipment within the "design and build" contract for an open public procurement procedure for medical and non-medical equipment.
