The contract is anticipated to commence on October 1, 2026, and conclude on June 30, 2028, for a total duration of 1 year and 9 months (21 months).

The timeline includes several key activities and their indicative execution periods:

• Activity 1: Functional design and organization of the hospital is scheduled between Q4 2026 and Q1 2027.
• Activity 2: Site analysis and three proposals for architectural-urbanistic conceptual design is set for Q1 2027.
• Activity 3: Geotechnical investigative works and report is planned for Q2 2027.
• Activity 4: Novelization or creation of a new Environmental Impact Assessment (EIA) and initiation of related environmental procedures is scheduled between Q2 2027 and Q3 2027.
• Activity 5: Development of the conceptual project is expected between Q3 2027 and Q1 2028.
• Activity 6: E-conference, obtaining special conditions from public bodies and connection conditions, and issuance of the location permit is scheduled between Q1 2028 and Q2 2028.
• Activity 7: Preparation of Technical Specifications/Client Requirements for works procurement, and guidelines for medical and non-medical equipment specifications is expected between Q4 2027 and Q2 2028.

All contractual obligations are deemed fulfilled upon the mutual signing of the handover protocol for all project-technical documentation and deliveries corresponding to Activities 1-7. The contractor is required to begin services immediately upon receiving a commencement order from the client, which will be issued within 10 days of the contract's mutual signing. The contract takes effect upon mutual signing and remains valid until the services are performed as outlined in Article 4 of the contract.

The core scope of work for this tender involves the service of developing the necessary project-technical documentation for conducting environmental and permitting procedures, as well as public procurement procedures for works, specifically for the project of building a new hospital in Šibenik. This includes a high-level summary of the Statement of Work (SOW) and core deliverables, structured into seven main activities:

1. Functional design and organization of hospital operations: This activity includes updating existing documentation from the Feasibility Study, analyzing medical content, and aligning it with current and future client needs and Croatian hospital standards to establish the basis for design. The deliverable is content schemes, an updated medical spatial program, and general areas at the level of detail required for the Conceptual Design.

2. Site analysis and architectural-urban conceptual solutions: This involves analyzing the site and providing three proposals for architectural-urban conceptual solutions. The deliverables include the site analysis, approval of the spatial program by the client, and the development of an architectural-urban conceptual solution based on the approved proposal for environmental procedures.

3. Geotechnical investigative works: This activity encompasses preliminary investigative drilling, shallow exploratory pits, basic laboratory soil sample testing, and adequate geophysical testing to define engineering-geological and geotechnical site conditions and select the most favorable conceptual solution. The deliverable is a geotechnical report/study with graphical attachments and an assessment of geotechnical construction conditions, serving as a basis for the preliminary design and location permit.

4. Environmental procedures and documentation: This involves the novelization of the existing Environmental Impact Assessment (EZO) or the creation of a new one, along with obtaining and preparing other necessary documents and initiating environmental procedures that precede the location permit process. The deliverables are the EZO and a corresponding decision from the Ministry of Environmental Protection and Green Transition regarding the (un)acceptability of the intervention.

5. Preliminary design development: This activity focuses on preparing the preliminary design (idejni projekt) for the intervention in the space, based on the approved/adopted conceptual solution. The deliverable is the preliminary design, adhering to the guidelines and content specified in point 6 of the Project Task.

6. Permitting and authorization: This includes participation in e-conferences, obtaining special conditions from public law bodies and connection conditions, and ultimately securing a location permit based on the client's authorization. The deliverable is the location permit with its associated conditions.

7. Procurement documentation for works and equipment: This involves preparing the part of the procurement documentation that pertains to Technical Specifications/Client Requirements for an open mixed procurement procedure, primarily for works, under a "design and build" model. The deliverables are technical specifications/client requirements sufficient for an open public procurement procedure for construction on a "design and build" basis and a "turnkey to full functionality" calculation model, along with guidelines for preparing the specification of medical and non-medical equipment within the "design and build" contract for an open public procurement procedure for such equipment.

The overall service is expected to be executed on a "turnkey" basis, covering all necessary preparations and activities within the described scope. The estimated value of the procurement is 1,300,000.00 EUR. The planned duration of the contract is approximately from October 1, 2026, to June 30, 2028.
