The contract duration is 16 months. The contract starts from the introduction to the job, which occurs upon the signing of the "Zapisnik o uvođenju u posao" (Record of Introduction to Work). This introduction involves handing over the construction site, documentation, building permit, and registering the construction site. The client anticipates introducing the selected bidder to the job within 15 days of signing the public procurement contract. The deadline for service execution under this contract is 16 months from the date of introduction to the job. The final deadline for the expert supervision service contract is linked to the completion date of the public procurement contract for works and depends on the works contractor, requiring the service provider to adapt to the actual project timelines. All contractual obligations are considered fulfilled once the "Zapisnik o konačnom obračunu" (Record of Final Settlement) is signed.

The core scope of work for this tender is the service of expert supervision and work safety coordination for the construction of the "Green Oasis" park.

The "Green Oasis of Čakovec" project aims to establish new green infrastructure in the urban area of Čakovec by building a modern city park on a neglected surface of over 15 hectares. This project aligns with the Green Infrastructure Development Program in Urban Areas 2021-2030 and the principles of the New European Bauhaus (sustainability, inclusivity, and aesthetic quality). The park is designed as green infrastructure for quality leisure time, local population education, a tourist attraction, and to mitigate climate change impacts in Čakovec.

The first phase of the park construction includes fundamental infrastructural, civil engineering, and horticultural works. Functional zones within the park will feature children's playgrounds with a cafe and public restrooms, parking, a pump track, exercise areas, an orchard with a picnic zone, a water area, a multi-functional central building, a square by the water with a bridge, an amphitheater, an open butterfly pavilion, St. Valentine's pavilion, a dog park, and graffiti walls.

The core deliverables for the expert supervision and work safety coordinator service include:

• Providing expert supervision of construction in accordance with the Construction Law and other applicable regulations and professional standards, conducted continuously throughout the execution of works.
• Acting as a work safety coordinator during the construction works.
• Monitoring and controlling the expenditure of funds by purpose, dynamics, and amount, including controlling measurements and quantities of works, photographing progress, and controlling payment situations.
• Continuously monitoring agreed-upon deadlines and the dynamics of works, taking necessary measures in case of deviations.
• Controlling the quality of executed works and planting material, including visual inspections, reviewing documentation and test results, attending sample collection, and organizing control tests.
• Ensuring the execution of works is in accordance with the main and executive projects.
• Approving and certifying temporary monthly situations and the final situation.
• Compiling specific reports on work progress, project status, deviations, problem analysis, and time planning.
• Preparing a final report by the chief supervisory engineer on the completeness and consistency of expert supervision, including information on the consolidated construction diary and reports from all supervisory engineers.
• Participating in the handover process of the facility and preparing the handover and final settlement report.
• Providing oral and/or written reports to the Client as needed for reporting to first and second-level intermediary bodies for the EU project.
• Timely informing the Client about all circumstances that affect or may affect the execution of works or the implementation of the EU project.
• Handling handover, final settlement, and technical inspection procedures, including preparing and actively participating in work handover, drafting the final settlement, noting defects before handover, preparing documentation for final settlement in cooperation with the contractor, co-signing minutes, and submitting verified attestation documentation.
• Introducing the contractor to the job, coordinating all participants in the construction, issuing appropriate orders to the contractor with the Client's consent, and controlling entries in the construction diary.

The contract duration for these services is 16 months from the date the contractor is introduced to the job.
