The contract duration is 36 months. The contract starts from the date of mutual signing.

Key milestones and phases include:

• Submission of a complete request for a building permit within 60 days after obtaining special conditions from public law bodies.
• Obtaining the building permit and delivering the main projects.
• Delivery of the detailed design project, including necessary details in 4 copies, within 30 days from the date the building permit is issued.
• Delivery of the remaining 4 copies of the floor plan elaboration after obtaining the occupancy permit.
• Performing design supervision during the construction works until the technical inspection and handover of the buildings, with an estimated construction duration of 18 months.
• The client is obligated to review the conceptual design within 7 days of its submission, in agreement with the City of Biograd na Moru.
• The contractor is required to submit a written report to the client every 7-10 days detailing activities undertaken for preparing project documentation and obtaining special conditions and building permits.

Payment milestones, which can also be considered phases, are:

• 5% of the contracted amount upon delivery of the conceptual design of buildings with a description of the apartment structure, infrastructure, access roads, and a proposal for parceling or forming plots for each building, followed by approval from the client and the City of Biograd na Moru.
• 35% of the contracted amount upon submission of the geodetic document to the cadastre, a complete request for obtaining building permits to the competent office, and delivery of one analog copy of the main project and apartment catalog to the client for control.
• 15% of the contracted amount upon obtaining final building permits and delivering the main project, certified with a qualified electronic signature of an authorized person, in accordance with the Rulebook on mandatory content and equipping of building projects, in 2 physical copies and in digital format.

The core scope of work for this tender involves the provision of services for the production of project documentation for the construction of 13 multi-apartment buildings, each containing 6 apartments, totaling 78 residential units. These buildings are to be located on specific cadastral parcels in Biograd na Moru (k.č.br. 684/7, 684/8, 684/21, 684/33, 684/39, 684/40, 766/1, 766/11, 766/23, and 766/24).

The Statement of Work summary and core deliverables include:

• Preparation of an Idejno rješenje (Conceptual design) for the buildings, presenting at least two variants that comply with site conditions, specified apartment structures, and parking arrangements.
• Provision of documents for geodetic services.
• Development of a Geotehnički elaborat (Geotechnical study).
• Creation of project documentation for the main project, which defines special conditions, technical, and other regulations for the buildings, including fire protection, noise protection, auditor reports, and an environmental project with roads.
• A Glavni projekt (Main project) comprising an architectural project, civil engineering project, water supply and sewage project, electrical project, mechanical project, technical descriptions, and an apartment individualization project (etažiranje) in both analog and digital formats.
• Production of an apartment catalog (Katalog stanova) that details apartments and their corresponding parking spaces, consistent with the individualization project.
• Delivery of one copy of the main project and apartment catalog to the investor for review before the building permit application.
• Development of a construction execution plan (Plan izvođenja radova) by Coordinator I.
• Obtaining the building permit (Ishođenje građevinske dozvole) and submitting two certified copies of the main project to the client.
• Provision of technical documentation in digital format for a public tender process under a "turnkey" system, including all necessary technical specifications for construction scope, equipment, and materials, as well as quality standards.
• Submission of public tender documentation in e-form, which must include a bill of quantities (without design prices in Excel) for all required civil, trade, environmental, and installation works, carpentry and locksmith schemes, and other details. This documentation must be based on the main and executive projects and contain all essential drawings, bases, and technical specifications for contractor bids, ensuring no additional, unforeseen, or subsequent works arise during construction.
• The project documentation is to be provided to the client as bound sets (1 copy) and in digital form (on CD, in appropriate formats) to be used as part of the technical documentation for public tender bids for construction work.
• The designer's task is to maximize the possible number of apartments in accordance with coefficients and conditions from spatial planning documentation, if achievable through design based on the maximum construction coefficient.
