The contract timeline is as follows:

• Contract Start Date: The contract is considered concluded and enters into force on the day it is signed by the second party.
• Total Duration: The contract remains valid until all obligations are fully met or until the initial contract value is fully utilized. However, its term cannot exceed 13 (thirteen) months from the commencement date specified in points 4.1.1 and 4.1.2 of the Special Conditions (for Alternative I) or from points 4.1.3 and 4.1.5 of the Special Conditions (for Alternative II).
• Key Milestones/Phases:
• System Licenses and Add-ons (Alternative I): Must become effective from 2026-12-08, 00:00, and be valid for 12 (twelve) months. If the contract is signed later than 2026-12-08, the validity period begins the next business day at 00:00 from the contract's effective date.
• System Support (Alternative I): Starts from 2026-12-08, 00:00, and is valid for 12 (twelve) months. If the contract or goods transfer occurs later than 2026-12-08, 00:00, the support term begins the next business day at 00:00 from the date the goods are transferred to the Contracting Authority.
• System Implementation, Configuration, Data Migration, and User Training (Alternative II): The system must be fully installed, configured, historical data migrated, user training completed, and the system operational according to technical specifications no later than 2026-12-08, 00:00.
• System Licenses (Alternative II): Must become effective from 2026-12-08, 00:00, and be valid for 12 (twelve) months. If the contract is signed later than 2026-12-08, the license validity period begins the next business day at 00:00 from the date of license transfer to the Contracting Authority.
• System Support (Alternative II): Starts from 2026-12-08, 00:00, and is valid for 12 (twelve) months. If the contract is signed or licenses are transferred later than 2026-12-08, 00:00, the support term begins the next business day at 00:00 from the date of license transfer to the Contracting Authority.
• Submission of Documentation Plan (Alternative II): The Supplier must submit and agree on the documentation, implementation, and migration plans with the Contracting Authority no later than 5 (five) business days from the contract's effective date.
• Provision of Historical Data for Migration (Alternative II): The Contracting Authority will provide the necessary historical data for migration no later than 7 (seven) business days from the contract's effective date.
• Provision of Final Relevant Data (Alternative II): The Contracting Authority will provide the final relevant data no later than 1 (one) business day before the system goes live in the production environment.

The core scope of work and statement of work summary for this tender primarily involves the provision and management of an inquiry and project management system. The key deliverables include:

• System Rental/Licenses: A 12-month rental/licensing of an inquiry and project management system, comprising specific Atlassian Service Collection Premium agent licenses, Jira (Cloud) Premium licenses, Atlassian Guard standard licenses, and various Jira add-ons/plugins. These add-ons include Azure AD (Microsoft Entra ID) Importer for JSM Assets Cloud for Jira Software, Capacity Planner - Jira Team & Resource Management, Timesheets by Tempo - Jira Time Tracking, Issue Matrix for Jira, Great Gadgets for Jira Cloud: Agile Charts, Reports & KPIs Cloud for Jira Work Management (Cloud) (Community), Xray – Test Management for Jira (Standard) (Cloud), and Revyz Command Center for Jira.
• Data Import/Entry: Services for importing and entering data into the system.
• System Implementation, Configuration, and Testing: Completion of works related to the deployment, configuration, and testing of the system.
• User Training: Provision of training for users, as detailed in point 21 of the technical specification.
• System Support: Twelve months of ongoing system support.
• System Development: Services for system development, with a maximum specified volume of 70 hours.

The system licenses and add-ons are to be valid for 12 months, commencing from December 8, 2026, or the next business day following the contract's effective date if signed later. The system must be fully implemented, configured, with historical data migrated, and user training completed by December 8, 2026. System support also begins on December 8, 2026, or the next business day after the goods are transferred to the contracting authority.
