The contract comes into force upon its signing and has a basic contract period of two (2) years. After the basic period, the Client has the option to extend the contract for two (2) additional one-year periods, one year at a time. The decision to exercise these option years is solely at the Client's discretion, and the Client must notify the Supplier of their intention to use an option at least two (2) months before the current contract period ends.

Key phases include:

• The service is to be implemented regularly twice a year, with specific arrangements to be agreed upon separately.
• The service also allows for additional data collection and material analyses through separate orders, if required by the Clients.
• The price of the service remains fixed for the initial two-year basic contract period.

Statement of Work Summary and Core Deliverables:

• Regular Population Survey Service (Peruspalvelu): This service includes data collection twice a year through an online panel survey. The fixed annual price covers both annual data collection rounds (2 x N=3,000 respondents) and all services mentioned in Appendix 1 (Description of the object of procurement).
• Target Population: The basic data collection must represent the adult population of Mainland Finland, considering age, gender, regions, and SYKE classification.
• Additional Data Collection (Lisätiedonkeruu): The service allows for additional data collections as separate orders from an online panel (N=1000, 24 statements) or targeting smaller groups, such as different age groups, within the adult population of Mainland Finland.
• Multiple Survey Methods: The service must enable data collection using multiple survey methods if necessary to form a nationally representative data basis for different population groups.
• Geospatial Data Integration: The collected data should be attachable to geospatial information, requiring postcode-level data collection to identify regional differences in security experiences and target measures and resources.
• Data Consistency and Usability: The data produced by the service will complement and integrate with existing data foundations and tools of the Ministry of Interior and the Prime Minister's Office, ensuring continuity and long-term usability for analysis, forecasting, and monitoring of human safety and security experiences.
• Data Analysis: The analysis and utilization of the produced data will primarily occur within the Ministry of Interior, the Prime Minister's Office, and/or entities they designate.
• Data Delivery: For each basic data collection, two separate datasets defined by the Clients will be produced, with one delivered separately to the Ministry of Interior and the other (details not specified).
• Expert Work: The tender also includes provisions for expert work from an analyst/researcher and a project manager. Analyst/Researcher work may involve in-depth analysis of results, conclusions, and demanding visualizations. Project Manager work may include separate consulting.
• Optional Data Collection Methods: Other pricing is requested for potential separately ordered services or works, such as telephone interviews, postal surveys, and push-to-web methods.
• Personnel: The service provider must appoint two experts, a project manager and a responsible analyst, whose qualifications and experience must meet the minimum requirements outlined in Appendix 7 (CV form).

• Data Delivery: For each basic data collection, two distinct datasets, as defined by the Clients, will be produced and delivered; one specifically for the Ministry of Interior, and the other (details not specified).
• Expert Services: The tender also encompasses expert work, including in-depth analysis of results, conclusions, and complex visualizations by an analyst/researcher, as well as separate consulting services from a project manager.
• Optional Data Collection Methods: Pricing for other potential separately ordered services, such as telephone interviews, postal surveys, and push-to-web methods, is also requested.
