The contract comes into effect upon its signing. The basic contract period is two (2) years. Following the basic period, the client has the option to extend the contract for two additional one-year periods, making the total potential duration four (4) years (2 years + 1 year + 1 year). The activation of these option years is at the sole discretion of the client, who must notify the supplier at least two months before the current contract period ends. The service itself is to be implemented regularly twice a year, as separately agreed upon.

The core scope of work for this tender is the procurement of a regular population survey service focused on safety and security experiences for the Ministry of Interior and the Prime Minister's Office.

The Statement of Work summary and core deliverables include:

• Regular Population Survey Service: This is the primary service, involving data collection conducted twice a year via an online panel survey.
• Target Group: The survey must cover the adult population of Mainland Finland, ensuring representativeness across age, gender, regions, and SYKE classification.
• Data Content: The surveys gather information on attitudes, values, concerns, experiences related to safety, and factors influencing safety perceptions.
• Core Deliverables: Each regular data collection round produces two distinct datasets as defined by the clients, one for the Ministry of Interior and one for the Prime Minister's Office.
• Additional Data Collection: The service must allow for separate orders of additional data collections ("lisätiedonkeruu") from the Mainland Finland adult population or specific smaller demographic groups (e.g., age groups).
• Multi-method Capability: The service should enable data collection using various survey methods to ensure nationally representative data and representation across different population groups.
• Geographical Data Linkage: The collected data must be connectable to geographical information at the postcode level.
• Data Analysis and Utilization: The data will complement and integrate with existing information bases and tools of the Ministry of Interior and the Prime Minister's Office for analysis, forecasting, and monitoring safety and security experiences. The analysis and utilization will be performed by the Ministry of Interior, the Prime Minister's Office, or their designated parties.
• Optional Expert Services: The tender also requests pricing for potential additional services such as analyst/researcher expert work (e.g., in-depth analysis, conclusions, complex visualizations) and project manager expert work (e.g., separate consulting).
• Optional Survey Methods: Pricing for alternative survey methods like telephone interviews, postal surveys, and push-to-web methods are also requested for possible separate orders.
