The contract is concluded on the day of signing by the last of the two contracting parties, becoming valid upon the contractor's submission of the required documents for securing the deal. The contract ends upon the expiration of the licenses or manufacturer's support.

The total duration and key phases are divided by specific sections (SKLOPs):

• SKLOP 1: The duration is 36 months, commencing from the day of activation of licenses and the start of support.
• SKLOP 2: The duration is 12 months, commencing from the day of activation of licenses and the start of support.
• SKLOP 3: This part is not time-limited.
• SKLOP 4: The duration is 24 months, commencing from the day of activation of licenses and the start of support.

A key milestone for SKLOPs 1, 2, and 4 is the signing of a confirmation (record) by both contractual parties, indicating the activation of licenses and the commencement of support, which then triggers the start of these periods.

The core scope of work for this tender, titled "Security software," is divided into four main segments, each with specific deliverables:

SKLOP 1: Digital Certificate Management

• Purchase of Solution: Acquisition of a SWIM PKI solution for managing digital certificates, including a license to manage at least 300 certificates for a 36-month period.
• Manufacturer Support: Provision of comprehensive manufacturer support, covering updates and upgrades, for a minimum of 36 months.
• Training: Training for the client's personnel to enable independent operation of the solution, totaling 12 hours (2 working days of 6 hours each).

SKLOP 2: Network Modeling, Network Exposure Analysis, and Segmentation Verification

• Layer 3 License: An annual subscription license for 25 Layer 3 devices for packet processing.
• Layer 2 License: An annual subscription license for 150 Layer 2 devices, which includes Incident Response functionality.
• CIS Content Access: An annual subscription license for 25 units, providing access to all available CIS content for both Layer 3 and Layer 2 levels.
• Workflow Management Module: An annual subscription license for one workflow management module, designed to automate manual processes and integrate with other systems.
• Duration: The procurement for SKLOP 2 is for a period of 12 months from the implementation or activation of licenses.

SKLOP 3: SMS Notification System

• Software: Delivery of a comprehensive alarming and notification software solution as detailed in the technical specifications. This solution must enable centralized reception, processing, and forwarding of messages via SMS, ensuring reliable two-way communication (sending and receiving), further processing, and distribution based on predefined rules. It also requires integration with existing information systems and applications, support for automated processing of incoming messages (e.g., content parsing, event triggering, forwarding), traceability of messages, recipient management, and the ability to define communication flows. The solution must integrate with the client's existing SMSEagle SMS infrastructure and support its standard interfaces.
• Consulting Services: 30 hours of consulting services to assist with system integration and configuration.
• Duration: The software for SKLOP 3 is not time-limited.

SKLOP 4: Cyber Threat Detection and Intelligence Support (Kela CTI)

• Equipment: Provision of KELA CTI - KEL-IDG module, including 25 Fully Qualified Domains, 1 Playbook, and 12 months of historical data, for a period of 24 months.
• Purpose: This equipment is essential for the client's activities in air traffic management and control.
• Duration: The procurement for SKLOP 4 is for a period of 24 months from the activation of licenses.

The supplier is responsible for acquiring and delivering the specified software and performing related services in line with the client's requirements, technical specifications, and tender documentation. All equipment must be free from third-party rights that would hinder contract execution or the client's usage. Delivery, implementation, or activation of the equipment must occur within 30 calendar days from the contract signing or the expiry of existing licenses. The contract price encompasses all equipment purchase and associated services, including corrections, upgrades, and technical support from the manufacturer. Services will be delivered at the client's location or, by agreement, through remote access.
