The contract timeline is as follows:

Framework Agreement (Accordo Quadro):

• Total Duration: 18 months, starting from the activation date. This activation date will be communicated to the supplier and published on acquistinrete.it.
• Extension: The duration of the Framework Agreement may be extended for a maximum of an additional 6 months. This extension requires written communication from Consip, sent via PEC to the suppliers at least 15 days before the expiration date, provided that the maximum quantity established in the previous article has not been exhausted.

Supply Contracts (Contratti di Fornitura):

• Duration without "Maintenance Package" option: 2 years.
• Duration with "Maintenance Package" option: 6 years.
• Start Date: The duration for each Supply Contract commences from the date of acceptance of the supply, as further detailed in paragraph 5.2 of the Technical Specifications.
• Exceptional Extension: In exceptional cases, the Administration may extend the Supply Contract for the time strictly necessary to finalize the procedure for identifying a new contractor, if specific conditions outlined in Article 120, paragraph 11 of the Code are met.

Key Milestones/Phases (related to individual Supply Orders):

• Maximum Delivery Times: These are specified per lot based on the number of vehicles ordered.
• Without prototype request: 210 calendar days (depending on the lot) from the date the Supply Order becomes irrevocable.
• With prototype request: 180 calendar days (depending on the lot) from the date of acceptance of the prototype (conformity verification).
• Response Time for "Technical Comparison Request": 15 working days from the date of receipt of the initial request, and 7 working days from the date of receipt of any subsequent requests.
• Delivery after Verification: After successful verification phases, delivery must occur within 60 calendar days, unless otherwise instructed by the Administration or in cases of proven impossibility (e.g., force majeure).
• Possible Delivery Time Extensions:
• An additional 20 calendar days if the period between the irrevocability of the Supply Order and the planned conformity verification date includes Christmas holidays (approximately December 22 to January 6).
• An additional 30 calendar days if the period includes August.
• An additional 30 calendar days if the Administration requests the "NATO Codification Clause" product option, or in cases of "special fittings/requests" or particularly complex customizations, with a new delivery date to be agreed upon in writing between the parties.

The core scope of work for this tender involves the supply of off-road vehicles for Security Forces, along with associated and optional services. This procurement is structured as a Framework Agreement ("Accordo Quadro") with a single operator.

The Statement of Work (SOW) requires the supplier to execute all services in accordance with current regulations, adhering to the conditions, methods, terms, and prescriptions outlined in the Framework Agreement, the Tender Specifications ("Capitolato d'Oneri"), the Technical Specifications ("Capitolato Tecnico"), and individual Supply Orders, including their respective attachments. Contractual services must meet the specified technical and quality characteristics, as well as any improvements presented in the technical offer. Individual Supply Orders ("Ordini di Fornitura") will be finalized between the Contracting Administrations and the awarded supplier. Specific deliverables include adherence to timelines for technical response and for the delivery of prototypes and final products.
