The contract begins on October 1, 2026, and is set to end on September 30, 2029, representing a minimum duration of three years. The DABB has the option to extend the contract once by one year, pushing the end date to September 30, 2030, for a maximum total duration of four years.

The core scope of work and statement of work summary for this tender revolves around strategic, conceptual, and technical consulting, as well as implementation support for digital transformation projects within municipal administrations and partner organizations. The objective is to enable the DigitalAgentur Brandenburg (DABB) and its partners to successfully execute these digitalization initiatives.

The services are delivered through a human-centered design process (Discover, Define, Develop, Deliver) across Design, Tech, and Change domains, which can be commissioned individually or in combination.

Key deliverables and service areas include:

• Conception, planning, consulting, execution, support, and further development of digitalization projects in state, municipal, and public-law organizations.
• Development of prototypes, Minimum Viable Products (MVPs), and Proof of Concepts, encompassing wireframes, mockups, click-dummies, and interactive prototypes.
• Agile and modular software development (DevOps, GitOps, CI/CD, APIs, Microservices, Cloud-native architectures) and customizing existing software, ranging from homepages to cloud-based registers.
• Support for the rollout (Roll-In) of EfA ("Einer für Alle") services and self-developed solutions, particularly for the Online Access Act (OZG) focus.
• Co-development and rollout support for Artificial Intelligence (AI) solutions.
• Assistance with register modernization, including data cleansing, connection procedures, and potentially providing registers as a service.
• Support for projects related to Open Data, Digital Suitability, and Digital Sovereignty.
• Legal Design and Policy Design using human-centered methods for creating regulations, including process visualization, user research, and preparing results for political decision-makers (excluding legal advice).
• Visualization, User Experience (UX) Design, and accessibility implementation for digital solutions (e.g., online services, forms) adhering to relevant standards (BITV, ServiceStandard, DIN Spec 66336).
• Creation of target system and software architectures, transitioning state architectures to cloud environments, and potentially utilizing LowCode/NoCode components.
• Evaluation and further development of existing or open-source components, ensuring secure handling, code analysis, documentation, and publication.
• Process modeling, data analysis, and data modeling to prepare models and formats, develop process changes, and analyze existing data structures for transitions to new systems, especially for cross-governmental data exchange.
• Agile and hybrid project management (e.g., Scrum, Kanban, PRINCE2 hybrid) for 5 to 15 digitalization projects annually.
• Conducting interactive workshops, seminars, and online formats for municipal administrations, focusing on OZG, AI, Register modernization, Digital Suitability, and Data Platforms (5 to 20 formats per project).
• Performing needs analysis and requirements management with stakeholder involvement.
• Executing qualitative and quantitative user research (interviews, surveys, shadowing, focus groups) to inform project design.
• Conducting concept, prototype, and usability testing for validation and improvement of project outcomes.

All project results, documentation, and code are to be provided under open-source principles unless otherwise agreed, with the DABB and its partners receiving exclusive usage rights. The contractor is expected to work in close iterative coordination with DABB, employing agile methods, co-design, transparent documentation, and adhering to public administration norms and security standards.
