The contract begins on October 1, 2026, and is set to end on September 30, 2029. This represents a minimum contract duration of three years. Additionally, there is an option for the DABB to extend the contract once by an additional year, pushing the potential end date to September 30, 2030.

The core scope of work for this tender involves providing strategic, conceptual, and technical consulting, along with implementation support, for digitalization and digital transformation projects within municipal administrations and partner organizations. The goal is to enable the DABB (DigitalAgentur Brandenburg) and its partner institutions to successfully carry out these projects.

The services are delivered on-call and are thematic or project-based, in close iterative coordination with DABB and potentially involved public-law partner institutions. An agile working methodology, co-design, transparent documentation, and joint reviews and retrospectives are required. All results, documentation, and code shares are to be provided under Open Source principles, unless otherwise agreed, and must comply with relevant norms, security requirements, and public administration standards.

The comprehensive services include conceptualization, planning, consulting, implementation, support, and the realization or further development of digitalization initiatives across state and municipal administrations and public-law partner organizations.

The statement of work summary outlines deliverables across the human-centered design process (Discover, Define, Develop, Deliver) in Design, Tech & Change, which can be commissioned individually or in combination. Specific services include:

• Development of Prototypes, Minimum Viable Products (MVPs), and Proof of Concepts: This encompasses wireframes, mockups, click-dummies, and interactive prototypes.
• Software Development/Software Customizing: Agile and modular development of software (utilizing DevOps, GitOps, CI/CD, APIs, Microservices, Cloud-native Architectures) or customizing existing software, ranging from homepages and forms to cloud-based registers.
• Legal Design & Policy Design: Supporting legal drafters in creating regulations using human-centered methods, involving process visualization, user research, and preparing findings for political decision-makers (excluding legal advice).
• Visualization, UX-Design, and Accessibility: Designing and ensuring accessibility for digital solutions (e.g., online services, forms, administrative tools) in accordance with applicable standards (e.g., BITV, ServiceStandard, DIN Spec 66336).
• System and Software Architectures: Developing target architectures in collaboration with DABB, based on existing infrastructures, with a focus on migrating state architectures to a cloud environment, potentially incorporating LowCode/NoCode components.

Key focus areas for projects include:

• OZG (Online Access Act): Supporting the rollout (Roll-In) of "Einer für Alle" (EfA) services or self-developed services.
• Artificial Intelligence (AI): Co-developing AI solutions or assisting in the procurement of proprietary solutions, including their rollout to relevant administrative departments.
• Register Modernization: Assisting register-managing entities in Brandenburg with necessary modernization steps, such as data cleansing and connection procedures, potentially providing registers as "Register-as-a-Service" or co-developing them.
• Further Digitalization Initiatives: Supporting projects related to Open Data, Digital Suitability, or Digital Sovereignty.

Deliverables also include individual contract offers detailing cost and time plans, allocated personnel, and any necessary additional service costs.
