The contract timeline is as follows:

Contract Start Date: The framework agreement becomes effective and begins on January 1, 2027.

Initial End Date: The framework agreement is initially limited until December 31, 2028.

Extension Options: The contract includes an option for Helaba to extend it twice, each time for an additional year.

Maximum Total Duration: The maximum contract term is 4 years.

Extension Option Exercise: Helaba can exercise the extension option up to 6 months before the end of the contract term through a unilateral declaration.

The core scope of work for this tender involves the comprehensive development and ongoing enhancement of the WIBank Reporting Platform. This encompasses IT services for the Data Warehouse and data modeling, ETL processes and data integration, reporting, interfaces and source systems, as well as application operation and support. The contractor is also responsible for project execution and delivering services in training, IT consulting, IT support, and conceptual design.

The overarching goal is to replace the existing "Infoportal" with a modern Business Intelligence and Reporting Platform. This new platform must provide a central, consistent, quality-assured, and auditable data foundation for reporting, analyses, and self-service BI functionalities. It is designed to be adaptable to evolving technical, regulatory, and operational requirements.

The core deliverables are summarized across five key interconnected areas:

1. Enterprise Data Warehouse and Data Modeling: This includes the conception, setup, further development, and maintenance of technical data models, integrated data structures, and Data Mart structures for the new platform, along with the implementation of the "Meldewesen" Data Mart and relevant documentation.

2. ETL-/ELT-Processes and Data Integration: This covers the conception, development, maintenance, and optimization of loading, checking, and transformation processes. It also involves the technical specification of data flows, mapping rules, transformation logics, data quality rules, error handling, and restart procedures.

3. Reporting, Power BI, and Self-Service BI: This entails the implementation of reports, semantic models, and approved Self-Service BI structures based on the provided Data Mart structures. Initially, two defined target reports and the "Meldewesen" Data Mart are to be implemented.

4. Interfaces and Source Systems: This involves the technical conception of connecting SAP WIBank as the initial operational source system and preparing the architecture for future source systems like the Customer Portal, Helaba EDW, and Förderwerk during the further development phase.

5. Application Operation and Support: This includes providing ongoing operational support, specifically 2nd Level Support ticket processing and other operational support services.

All activities must comply with banking supervisory requirements, including MaRisk (Mindestanforderungen an das Risikomanagement) and DORA (Digital Operational Resilience Act) regulations. Specific services will be commissioned through individual contracts under a framework agreement.
