The Local Transport Association Paderborn/Höxter (nph) published on 10.07.2025 in the Supplement of the EU Official Journal (Notice number: 453560-2025) the prior information notice required under Article 7(2) of Regulation 1370/2007. No commercial application was received by the Detmold district government within the 3-month periods following the publication of the prior information notice. In the course of the dissolution of the nph special-purpose association as of 01.02.2026, the responsibility for local public transport in the district areas was transferred to the respective districts of Paderborn and Höxter. Since then, the districts of Paderborn and Höxter are responsible authorities on the basis of the relevant legal provisions of the state of NRW for the planning, organization and design of local public transport in their respective district areas. Against this background, the Höxter district (contracting authority) is now tendering the transport services in the line bundle Höxter district South by means of a competitive procurement procedure.
