The core scope of work for this tender involves the provision of a comprehensive press review, media monitoring, media analysis, and social listening services, all delivered through a web-based platform for Deutsche Energie-Agentur GmbH (dena).
The main services, or "Hauptleistungen," include:
- Daily Digital Press Review (LP 1): This entails the creation of a daily digital press review, delivered Monday to Friday by 08:00 AM, providing an up-to-date overview of relevant national media reports in the areas of energy, climate, and economic policy, as well as on dena itself. It includes a maximum of 20 curated and duplicate-free messages per day, provided in PDF format (optimized for mobile and desktop) in dena's corporate design, and sent via email and potentially Microsoft Teams to approximately 20 dena employees. Each entry features a short summary/abstract, article link, title, publication date, media title, media type, author, reach, and circulation.
- Media and Social-Media Monitoring (LP 2): This involves cross-media monitoring of relevant media (print, online, radio, TV, social media) to identify content related to energy, climate, economic policy, and dena. It aims to capture reach, placement, and tonality in traditional media, and to monitor topic owners/influencers, trends, and community resonance in social media to identify trends and risks early. This includes the integration of all common social media networks such as Instagram, Facebook, X, Reddit, Threads, LinkedIn, YouTube, Bluesky, TikTok, and Mastodon, along with forums and blogs, into the web-based media platform.

The platform must include a dashboard with filtering and analysis options, intuitive graphical representation of results, customizable alerts, and export functions (e.g., Excel, PDF).
- Implementation and Training (LP 5): This package covers the implementation process and training. It includes an implementation plan for the first three months (January-March 2027) with defined milestones and a training concept for 20 dena employees (e.g., online workshops, training videos).
- AI Integration: The platform must also incorporate AI assistance for the evaluation and interpretation of data from media monitoring and social listening, the creation of summaries, and access to dena's database.
Optional services include:
- Sondermedienspiegel (special media reviews) for specific events like crises, weekends, or holidays.
