Pursuant to Section 97a(1) of the GWB, services are in principle to be divided into lots by part and by discipline. However, pursuant to Section 97a(2) of the GWB, several lots by part or by discipline may be awarded together if economic or technical reasons require this. Such reasons exist here because the service being tendered does not represent merely an adjacency of supply and services that can be used independently, but rather a technically, in terms of safety expertise, and operationally inseparable overall system that must be planned, integrated, tested, and handed over ready for operation by a contractor.
