The contract timeline is as follows:

Contract Start Date: March 1, 2027.

Contract End Date: The agreement will end by operation of law on March 1, 2035, if not terminated earlier by the client.

Total Duration: The initial duration is twenty-four (24) months (2 years) from the start date. After this, the agreement will be extended first by two (2) years, and then a maximum of two (2) additional times, each for a period of two (2) years, under the same conditions. This results in a maximum total duration of 8 years (2 + 2 + 2 + 2 years), leading to the end date of March 1, 2035.

Tender Process Phases (leading up to contract start):

• Announcement of the European tender: October 15, 2026.
• Deadline for submitting questions: November 2, 2026, 10:00 AM.
• Publication of the clarification note: November 9, 2026.
• Deadline for submitting questions (round 2): November 23, 2026, 10:00 AM.
• Publication of the clarification note (round 2): November 30, 2026.
• Deadline for submission of bids: December 14, 2026, 10:00 AM.
• Announcement of the provisional award: January 22, 2027.
• Start of the standstill period: January 22, 2027.
• Verification phase for tenderer(s) with EMVI: January 23, 2027.
• End of the standstill period: February 12, 2027.
• Definitive contract award: February 13, 2027.

Contract Execution Phases:

• Interim Evaluation(s): At least once a year, discussions will be held between the contact persons of the parties regarding the execution of the agreement.
• Operational Level Consultation: This takes place as needed.

The core scope of work for this tender involves the delivery of vehicles, referred to as "Prestatie". This includes all associated materials, rights, and services generally considered integrated within the contractor's industry, or those necessary for the delivery of the service. More specifically, the tender focuses on the delivery of passenger cars (personenwagens), including electric vehicles. The contract is a framework agreement (Raamovereenkomst) with an initial term of 24 months, which can be extended up to three times for an additional 24 months each. Under this framework, specific further agreements (Nadere overeenkomsten) can be concluded for the execution of individual assignments. The contractor is obligated to provide the performance in accordance with the client's tender request (Offerteaanvraag) with characteristic 86-2026 and the contractor's submitted offer. The definition of "Prestaties" also encompasses "te verrichten Leveringen en/of Diensten" (to be performed Deliveries and/or Services).
