The contract begins upon its conclusion and is initially for a period of 20 years. The client has the option to extend the contract for up to an additional 10 years, in agreement with the contractor, before the initial term expires. For the first five years, the client waives its right to terminate the contract. After this initial five-year period, the client is entitled to ordinarily terminate the heat supply contract with six months' notice by December 31st of each year.

The core scope of work for this tender involves the complete provision of a renewable energy-based heat supply for the NÖ Pflege- und Betreuungszentrum Vösendorf. The primary goal is to supply heat for heating, hot water, and ventilation systems, replacing the existing double-boiler gas heating system.

The statement of work summary includes, but is not limited to, the following key deliverables and services:

• Energy Provision: Supplying primary heating energy and secondary auxiliary energy.
• Fuel Management: This encompasses the procurement, transport, preparation, quality control, buffering, and storage (including drying and further processing) of fuel.
• Energy Transport: Moving fuel and energy from storage to the heat generator.
• Heat Generation: Operating the facilities for heat generation, such as heating plants or combined heat and power plants, along with all associated systems.
• Heat Distribution: Transporting heat via water systems, including the necessary pumps and shut-off devices, to the connected buildings.
• System Regulation: Regulating heat generation to meet demand from the consumer.
• Network Provision: Establishing and maintaining the heat supply network up to the connection point of the building.
• Connection and Transfer Facilities: This involves the construction and ongoing maintenance of the house connection line and transfer points, including tasks like excavation, core drilling, pipe laying, restoration, connection work, commissioning, user training, and documentation. It also includes the provision and operation of house transfer stations.
• Measurement and Documentation: Measuring and documenting the delivered heat quantities and primary energy.
• System Controls and Support: Conducting necessary controls of the entire system and establishing a first-level support for customer service and demand management.
• Maintenance and Repair: Providing timely notifications to the consumer regarding operational deviations, performing prompt repairs of systems and the transport network in case of failures, and carrying out regular service and maintenance.
• Quality Management: Implementing quality controls and improvement measures for systems and operational materials.
• Billing and Reporting: Actively billing heat delivery quantities and submitting regular reports on system operations.
• Performance Guarantee: Guaranteeing the system's functionality for the duration of the contract period.

The tender allows for two supply variants: district heating (Fernwärmeversorgung) or local heating (Nahwärmeversorgung) on the contractor's property, with the bidder responsible for selecting and detailing the technical solution and providing a plausibility report.
