TENDER DESCRIPTION

The Water Services Corporation (WSC) seeks to establish a Framework Agreement for the provision, implementation, and ongoing operation of a Security Information and Event Management (SIEM) solution, coupled with a 24/7 Managed Detection and Response (MDR) / Security Operations Centre (SOC) service. This encompasses scalable log ingestion (100GB to 500GB daily), continuous monitoring, and on-demand senior-level support. Key technical requirements include User and Entity Behaviour Analytics (UEBA), native alignment with the MITRE ATT&CK framework for threat detection, and support for log collection from both on-premise and cloud environments. The service must incorporate risk-based prioritization for alerts and response activities, alongside robust threat containment and incident response capabilities. Bidders must demonstrate experience with at least one project valued no less than €1,800,000, executed between 2021-2025, for this five-year framework agreement with an estimated value of €2,250,000 excluding VAT.
