TENDER DESCRIPTION
This tender seeks a contractor for the comprehensive design, delivery, and implementation of an AI-powered system of city portals for Bielsko-Biała, encompassing the "Digital transformation and expansion of e-services" project. The core scope involves creating an AI-based Chatbot with live chat for the Main City Portal, Public Information Bulletin, and an optional City Council Portal, alongside an AI Voicebot for the information line, both integrated with the QMS queuing system. Furthermore, it requires a significant restructuring of the Main City Portal to a multisite architecture, consolidating content from existing municipal websites and developing new modules to support Chatbot functionality, with an optional right for similar restructuring of the City Council Portal. The contract timeline is as follows:
- Total Duration: 11 months from the date of concluding the agreement.
- Key Milestones/Phases: The project is divided into three main stages:
- Stage I: Analysis, Design, and Planning (Implementation Project). The customer has 5 working days for verification of completed work within this stage.
- Stage II: Implementation in the Test Environment (with Change Procedure). The customer has 10 working days for verification of completed work within this stage.
- Stage III: Production Launch, Acceptance Tests, and Training. The customer has 5 working days for verification of completed work within this stage.
- API Execution Deadline: The API execution for certain parts of the project must occur within 2 or 3 months from the date of signing the agreement with the contractors for each part of the Project, and no later than December 31, 2027.
- Schedule Submission: The contractor must deliver a draft schedule within 5 working days from the date of signing the agreement.
- Schedule Approval: The customer has 3 working days to accept the submitted schedule or provide feedback.
