TENDER DESCRIPTION

The Hauts-de-France Region owns a fleet of Rolling Stock in order to enable the delivery of the regional public rail passenger transport service. The SPL GAAM HDF has been granted responsibility for the asset management of these Assets, which are also made available to Rail Operators to which the Hauts-de-France Region has awarded a public service delegation contract concerning the operation of the regional rail passenger transport services falling within its scope of competence. The Rail Operator therefore uses the Rolling Stock for an average duration of 10 years, in accordance with the terms defined in the public service delegation contract that links it to the Hauts-de-France Region on the one hand, and in a lease contract for equipment (CMAD) that links it to the SPL GAAM HDF and the Region on the other hand. In its role as asset manager, the SPL GAAM HDF must retain the asset and technical value of the assets entrusted to it for management and that it makes available to the Rail Operators.
