TENDER DESCRIPTION

The purpose of this contract is: - the awarding and interim review of the long-term and short-term issuer ratings of the Provence-Alpes-Côte d’Azur Region, - the rating of the short-term negotiable instruments programme or NEU CP, - the rating of the debt issuance programme (Euro Medium Term Note Programme), - the specific rating of issuances under the EMTN sub-programmes. The precise definition of the requirement is set out in the CCTP. Pursuant to Article L 2113-11 of the CCP, the choice not to divide this contract into lots is justified by the following reasons: splitting into separate lots risks making the performance technically difficult because these services are intrinsically linked; indeed, the rating of an EMTN programme, or the specific rating of an EMTN sub-programme issuance, results from the issuer rating of the authority, just as the rating of a short-term negotiable instruments programme does. It is therefore neither appropriate nor feasible to separate the services. The contract is not divided into lots.
