Replacement new build of the Cologne prison (Justizvollzugsanstalt Köln) in Cologne-Ossendorf The new build is carried out while operations are ongoing, in order to take account of the state-wide framework conditions of imprisonment (among other things, prisoner placement management). For this purpose, it is necessary, among other things, to keep the number of external transfers of prisoners during the construction phase as low as possible. In order to ensure safe and trouble-free operation during the construction phase, the new build is carried out in several sections. These are implemented in each case as external construction sites. After completion, a total of 1,000 places for closed adult imprisonment will be available. Of these, 300 places will be allocated to women’s imprisonment and 700 places to men’s imprisonment.
