The contract has a total duration of three years. It commences on the date of mutual signing by both parties and concludes automatically after three years. A key milestone mentioned is the realization of live operation, for which the provider must specify the timeframe from the point of order placement. Another phase includes the one-time implementation and configuration, encompassing the overall introduction, setup, customizing, data migration/import, configuration, training, and go-live.

The core scope of work for this tender is the introduction and operation of a Learning Management System (LMS) with an integrated E-Learning Portfolio.

The summary of the Statement of Work and core deliverables includes:

• Provision of the Learning Management System (LMS) including E-Learning Portfolio: This encompasses one-time implementation and configuration, which covers setup, customizing, data migration/import, configuration, training, and go-live.
• Software Provision: The software must be provided as Software as a Service (SaaS) with a web-based interface, compatible with all common browsers and mobile devices.
• Operating Costs: Annual operating costs for hosting and technical operation for a three-year contract duration.
• License Costs: Annual license costs per active user.
• Maintenance & Updates: Annual maintenance and updates.
• Support: First- and Second-Level Support, with German-speaking personal contacts and a maximum reaction time of 48 hours.
• System Requirements: Includes SSO connection via Active Directory, interfaces to LOGA for master data synchronization, data import/export to digital personnel files (Lorenz Orga-Systeme), and data processing compliant with DSGVO, with data exclusively on servers in Germany.
• User Management: Differentiated role and rights concept, independent and multiple assignable user groups, and the ability for external referents to have their own access.
• User Interface: Modern, intuitive, adaptable to the Hochtaunuskreis's corporate design, fully localized in German, and easy to use.
• Learning Content & Paths: Abstraction of individual learning paths, competence profiles and competence-based learning paths, a high-quality, unlimited E-Learning portfolio with ready-to-use modules (e.g., administration knowledge, IT/data protection, occupational safety, cross-entry into administration), and continuous portfolio development.
• Seminar Management: Integrated seminar management supporting online, presence, and hybrid formats, with automated notification workflows, calendar functions, self-booking/cancellation, waiting lists, and participant list management.
• Workflow Management: Automated processes, including one- and two-stage approval workflows for seminar bookings.
• Reporting & Evaluation: Extensive evaluation and reporting functions, automatic reminder and escalation features, and transparent training and processing statuses for administrators and managers.
• Additional Services (optional): Consulting services, creation or customization of e-learnings, introduction and welcome videos, admin training, and special configurations.
• Extensions (optional): Seminar management, E-Learning portfolio, and competence profiles/-model, if not already included in the basic provision.
• System Availability: Minimum system availability of 99.5%.
• References: The bidder must provide 5 references from public administration with at least 2 years of experience.
