TENDER DESCRIPTION
Pursuant to Section 97a(1) of the German Act against Restraints of Competition (GWB), services are in principle to be divided into lots (partial lots and specialist lots). Pursuant to Section 97a(2) GWB, however, several partial or specialist lots may be awarded together if economic or technical reasons require this. Such reasons exist here because the services being tendered do not constitute merely a juxtaposition of supplies and services that can be used independently, but rather a technically, safety-related, and operationally inseparable overall system that must be planned, integrated, tested, and handed over ready for operation by a contractor.
