The core scope of work for this tender, titled "Transformation Wärmenetz Aquasol und Hausen" by ENRW Energieversorgung Rottweil GmbH & Co. KG, involves planning services for a new heating center with heat storage. The main objective is to establish a joint network by merging the existing "Aquasol" and "Hausen" heating networks, driven by the impending shutdown and demolition of the "Aquasol" public swimming pool's heating center. The new heating center, to be built on the site of the existing biogas plant in Hausen, will supply both networks with renewable heat.

The planning services are to be delivered in phases (Lph 2-8 for most, Lph 1-8 for traffic facilities) and are divided into several lots:

    Los 1: Technical Equipment

    • Planning for a wood boiler (4,000 kWth) including exhaust gas condensation.
    • Planning for a heat pump (1,500 kWth).
    • Planning for a heat storage tank (approximately 1,000 m³).
    • Integration of energy producers (heat-side, source-side, control technology, electrical).
    • Pressure maintenance, network pumps, water treatment.
    • Possible decentralized integration of existing systems.
    • Transformer station.
    • Electrical works.
    • Control technology integration into existing control systems or expansion of existing controls.
    • Optional special services for Lot 1 include:
    • Support during commissioning (hourly basis, assumed 150 hours for evaluation).
    • Preliminary coordination and support for the acceptance of the heat pump by a central monitoring body (ZÜS).
    • Grant support for Module 1 (flat rate), including:
    • Contact person for grant processing.
    • Preparation of final reports and compilation/review of necessary documents for final proof of use.
    • Responding to queries from the funding body.
    • Clarification, adjustment, and increase of the grant application.
    • Preparation of documents for applying for further grant modules and responding to queries from the funding body.
    • Grant support for Module 2 (annual flat rate per funding year) includes:
    • Contact person for grant processing.
    • Preparation of progress reports.
    • Compilation and review of necessary documents for interim and final proof of use.
    • Responding to queries from the funding body.
    • Management of the grant plan, including shifting of funds.
    • Clarification, adjustment, and increase of the grant application.
    • Preparation of documents for applying for Module 4 and responding to queries from the funding body.

    Los 2: Building Planning

    • Foundation for the new heating center building and heat storage foundations.

    Los 3: Structural Engineering

    • Foundation for the new heating center building and heat storage foundations.

Los 4: Traffic and Outdoor Facilities

    • Access roads, development, operation, maintenance, maneuvering, and parking areas, including a weighbridge for fuel deliveries.
    • Required fire brigade access roads, as well as setup and movement areas.
    • Swept path and drivability verifications for relevant vehicles.
    • Gate systems including necessary approach, waiting, maneuvering, and movement areas.
    • Connections and adjustments to existing traffic, operational, and open spaces, including height, slope, and surface connections, consideration of property boundaries, fences, and delimitations to public and private areas.
    • Terrain modeling, embankments, supports, and other necessary terrain adjustments.
    • Drainage application and planning of all paved areas, including necessary pipes, inlets, channels, retention, infiltration, and connections to existing infrastructure, including retention areas and their planning.
    • Accompanying green spaces and other necessary outdoor facilities.

The overall goal of the planning services is to develop an approval-ready, technically and economically optimized plan, which will serve as the basis for the subsequent execution planning and realization of the entire project. The planning must also consider requirements for energy efficiency, supply security, economic viability, and future sustainability of the heating network. The heating center should be modular and expandable to adapt to future network developments. An early assessment of species protection relevance is also required due to potential use of adjacent forest areas. The project is located in earthquake zone 1 and water protection zone III A, which must be considered in the planning. The core scope of work for this tender, titled "Transformation Wärmenetz Aquasol und Hausen," involves comprehensive planning services for the construction of a new heating center with heat storage. The primary objective is to merge the existing "Aquasol" and "Hausen" heating networks into a single interconnected network due to the planned decommissioning of the "Aquasol" public swimming pool's heating center. The new heating center will be located at the existing biogas plant in Hausen and will supply renewable heat to both networks.

The planning services are divided into several lots and phases (Lph 2-8 for most, Lph 1-8 for traffic facilities) and include:

    Lot 1: Technical Equipment

    • Planning for a 4,000 kWth wood boiler with exhaust gas condensation, a 1,500 kWth heat pump, and a heat storage tank of approximately 1,000 m³.
    • Integration of energy generators (heat-side, source-side, control, electrical), pressure maintenance, network pumps, and water treatment.
    • Potential decentralized integration of existing systems, a transformer station, and electrical works.
    • Integration into or expansion of existing control systems.
    • Optional services include support during commissioning (150 hours assumed for evaluation) and preliminary coordination/support for heat pump acceptance by a central monitoring body (ZÜS).
    • Grant support for Module 1 (flat rate) and Module 2 (annual flat rate), encompassing communication with the funding body, report generation (final and progress reports), documentation for proof of use, clarification and adjustment of grant applications, and preparation for further grant modules.

    Lot 2: Building Planning

    • Planning of foundations for the new heating center building and the heat storage unit.

    Lot 3: Structural Engineering

    • Structural planning for foundations of the new heating center building and the heat storage unit.

Lot 4: Traffic and Outdoor Facilities

    • Planning for access roads, development, operational, maintenance, maneuvering, and parking areas, including a weighbridge for fuel deliveries.
    • Design of fire brigade access, setup, and movement areas, along with swept path analyses for vehicles.
    • Planning of gate systems, connections and adjustments to existing traffic and outdoor areas, including grading and surface transitions.
    • Terrain modeling, embankments, supports, drainage systems (pipes, inlets, channels, retention, infiltration, connections to existing infrastructure), and associated green spaces.

The overarching goal is to produce an approval-ready, technically sound, and economically optimized plan to guide the subsequent execution and realization of the project, while considering energy efficiency, supply security, economic viability, and future scalability of the heating network. An early assessment for species protection is also required due to potential forest land use, and planning must account for the project's location in an earthquake zone and water protection area.
